I can't tell you whether this is a good idea, but I am sure this will never happen outside China, which is supposedly what the question is about.
Also bear in mind that Huawei is likely worth more than a trillion dollars. There aren't many companies at that scale.

Like the U.S. government is not pushing and investing its own companies, providing incentives, funding etc. etc. It's what sovereign governments are supposed to do.
