Yes they are.
Source: enterprise cloud customer, it's broken all the time.
There is GHES onprem which indeed doesn't get affected by these outages, but it's shit.
Enterprise is the highest tier of paying tho. Our company is working on the Team plan is pretty much affected by each and every of those outages.
