Edit: non-snarky response: what's the default "fall-back" if government's signature is missing? IMO any option ("tracking/no tracking/invalid request") will be exploitable in bad ways.
That's already the case right now. They can ban you from getting internet, a phone, a bank account, a car...
Sometimes I wonder in what kind of alternative reality some people live...
