There's a different organisation that's bringing great wealth and prosperity to a region in Mexico and also kills random people a lot. Should it be banned because it kills random people or encouraged because it brings wealth and prosperity? Any functioning government would ban it, obviously, despite the wealth and prosperity. If you do a good thing and a bad thing you're still doing the bad thing and get punished for the bad thing.
