doesn't have to be profound, just something that is verifiable and have it loop until some statement is true:

"pull out all hardcoded strings in web app into i18n files. do not stop until hard coded strings linter stops complaining"

or

"create tests to test uncovered lines by code coverage. do not stop until all files at at least 95% covered per the reporting tool output"
