Its time to admit that government will not be able to solve this in a reasonable amount of time. Can we please fund private charities that are actually doing something about this and could make a huge difference if they were funded better?

Demand that your government create a charity funding program where you as the tax payer get to decide where your tax money goes and choose a charity that aligns with your values and goals to tackle this once and for all.
