We are better off focusing on the top 10 countries and just forget about the rest. But we don't we do symbolic things that do not matter. Why?

Top CO₂ Emitters by Total Volume • China: ~13.12 billion tons (9.13 tons per capita) • United States: ~4.63 billion tons (13.59 tons per capita) • India: ~3.15 billion tons (2.19 tons per capita) • Russia: ~2.01 billion tons (14.06 tons per capita) • Japan: ~972 million tons (7.79 tons per capita) • Iran: ~829 million tons • Indonesia: ~812 million tons • Saudi Arabia: ~653 million tons • South Korea: ~588 million tons • Germany: ~580 million tons

without hyperbole, literally tens of millions of people are working on decarbonizing these countries. the solar energy industry in just China alone is 4.2 million people

No, all CO2 emission must stop so everybody is gotta put on work anyway.

Also, if what you had in mind with "focusing on" is some sort of military solution, you are listing the wrong thing; what you need is a list of top fossil fuel exporters which looks different from the "top emitters" list.

It’s hard to find any really good site for these numbers because it is highly politicized. Looking at this, assuming it’s correct, paints a different picture:

“Over the past decade, the fastest growth has come from rapidly industrializing economies.”

It seems that countries have to evolve through this stage before things get better.

“Meanwhile, several advanced economies have moved in the opposite direction. Countries like the UK, Germany, and Japan have significantly reduced their carbon output, largely by phasing out coal and expanding renewable energy.”
