Private/public matters a lot less than if a system allows competition or not. There are a few infrastructure pieces (e.g. those that cross public land and unowned private property) that make sense to be publicly managed, but probably not as much as one might assume. e.g. Subway tunnels would be much better utilized if they allowed autonomous vehicles to operate in them instead of trains.
