I hate it and I oppose it from outside of logical parts of my brain, but I also just know that quad drones are functionally just less-powerful missile guidance package without the rocket motor. So I can't say this is an unsound argument.

Maybe bureaucrats are fed up of regulating technology as primitive as basic 1960s quality guided missiles. Or whatever. But drones not considered straight up missiles without the bomb part is a bit of a mystery.
