Of the half-dozen or so attempts at immigration reform in the past 25 years, every one of them has been blocked by Republicans.

IMO, Republicans like the status quo because the business class enjoys exploiting workers they can threaten with deportation, and they enjoy it as a rallying cry for their voting base.
