Or different tactics entirely. I've been getting ads recently saying "it's Qatar's fault". I don't understand at all what is supposed to be Qatar's fault, and I'm sure they can't say it in the ads because then it would be a lie and they could get sued, but I'm sure their target audience knows exactly what Qatar supposedly did.
