Very much not open as in open source. It's a shame an organization such as OSI doesn't get out ahead of licensing of weights, what do we call this? "Weights Available" ?
The OSI actually published an "open-source" definition for model weights, which requires the training code and training data composition to be published. The exact training corpus can remain private though.
