Isn’t capitalism basically where the capital owners decide the allocation? This isn’t central in the governmental sense where the capital allocation is decided by force, it’s the capital owners being willing to pay a higher price and therefore their use case is more valuable?

Not advocating the position.

It seems he's responding to a question asking if he thinks people will be able to run local AI on their own computers. Not arguing on higher prices. So it comes off more as "people shouldn't get to have enough RAM to run local AI because it's an inefficient use of resources" rather than the capitalist "I can afford to pay more for RAM so I should get priority".

I think about my younger self who believed in 'capitalism'. The idea is great in concept, but let's be clearer that if you don't have capital, then you personally don't and won't have capitalism.

Sam Altman doesn't sell the memory or own the memory factories. It would be like the Kraft CEO saying "consumers keep complaining that it's too expensive to buy eggs for their home, but actually they shouldn't do that, because it would be more efficient if we buy all the eggs and sell the processed results to them".
