Dunno, Picard always struck me as the middle manager type. The kind of guy who enables his subordinates to good work. Which is a very valuable skill, considering I had my share of total psycho bosses, but it's hardly inspirational, and doesn't really exceed expectations.

(And doesn't make very good television either.)
