It's not ridiculous. Wall Street does this all of the time. It's managing risk and that involves forecasting what will happen in the future.

Maybe you don't like the possibility of Wall Street planning on a bailout, but they are constantly doing that and they also plant stories / narratives in the media encouraging it and they likely whisper in the ears of their politicians that it will "help save the economy" or whatever the FUD of the day is.
