Because lobbying is a generic word and banning lobbying makes just as much sense as banning talking.

MADD [1] is a lobby group but they don’t have influence by donating billions of dollars.

Its makes much more sense to just reverse the changes in lobby rules (Citizens United) than to “ban” lobbying.
